Consumer Price Index for Industrial Workers (CPI-IW) – December, 2014

The All-India CPI-IW for December, 2014 remained stationary at 253 (two hundred and fifty three). On 1-month percentage change, it remained static between November, 2014 and December, 2014 when compared with the decrease of (-) 1.65 per cent between the same two months a year ago.

The All-India CPI-IW for September, 2014


 Remained stationary at 253 (two hundred and fifty three). On 1-month percentage change, it remained static between August, 2014 and September, 2014 when compared with the rise of 0.42 per cent between the same two months a year ago.

Speculation of DA/DR from Jan, 2015 on the basis of AICPIN of Jul, 2014 is not possible. 
 The 6 point increase in Jul, 2014 AICPIN is unexpected variation, this type of increase/decrease in future AICPIN will make much tough to speculate future DA/

The All-India CPI-IW for August, 2014 increased by I point and pegged at 253 (two hundred and fifty three). On 1-month percentage change, it increased by 0.40 per cent between July, 2014 and August, 2014 when compared with the rise of 0.85 per cent between the same two months a year ago.DR.

The All-India CPI-IW for July, 2014 increased by 6 points and pegged at 252 (two hundred and fifty two). On 1-month percentage change, it increased by 2.44 per cent between June, 2014 and July, 2014 when compared with the rise of 1.73 per cent between the same two months a year ago.

Subject:Rationalization of casualty Pensionary Awards for the Armed Forces Officers and Personnel below Officer Rank (PBOR) invalided out from service prior to 1.1.1996: Extension of benefit of broad banding of percentage of disability/ war injury.


Sir,
The undersigned is directed to refer to the provisions stipulated in Para 7.2 of this Ministry’s letter No 1(2)/97/D(Pen-C) dated 31.1.2001 through which the concept of broad banding of percentage of disability/ war injury was introduced in respect of those Armed Forces Officers and Personnel below Officer Rank who were invalided out of service on or after 1.1.1996 on account of disability / war injury accepted as attributable to or aggravated by Military Service. The said provision for determining extent of disability / war injury was also extended to pre – 1.1.1996 invalided out cases from 1.7.2009 vide this Ministry’s letter No 10 (01)/D(Pen/Policy)2009/Vol II dated 19.1.2010 provided that the Armed Forces personnel were in receipt of disability element/ war injury element for disability more than 20% as on 1.7.2009.
 
2. Consequent upon receipt of reference from various Pensioners’ Associations for extending the provisions regarding broad banding of percentage of disability to such pre – 1.1.1996 Armed Forces pensioners from 1.1.1996 itself, the matter has been suitably examined in this Ministry. In partial modification of this Ministry’s above said letter dated 19th January 2010, the President is now pleased to decide that with effect from 1.1.1996, the benefit of broad banding of percentage of disability / war injury shall be allowed to Armed Forces Officers and PBOR pensioners who were invalided out of service prior to 1.1.1996 and were in receipt of disability element/ war injury element as on 1.1.1996. In such cases where the pensioner was not in receipt of disability element as on 1.1.1996 but became entitled at a later stage due to reassessment of disability more than 20%, this benefit shall be allowed from the same date. Similarly, in those cases where the pensioners were in receipt of disability element/ war injury element as on 1.1.1996 but the same was discontinued at a later stage due to reassessment of disability as less than 20%, the disability element/ war injury element shall be discontinued from the later date as hithertofore. However, in those pre-1.1.1996 cases where the disability element / war injury element was not allowed for disability being accepted as less than 20% at initial stage or subsequent stage on reassessment of disability, the same will continue to be disallowed and such cases will not be re-opened.
 
3. The disability element/ war injury element of pension in all such cases shall be recomputed accordingly under these orders by the Pension Sanctioning Authorities (PSAs) concerned for regulating payment under this Ministry’s letters No. PC 1{2}/97/D(Pen-C) dated 16.5.2001, No 16(6)/2008(1)/D(Pen/Policy) dated 4.5.2009 and letter No. 17(4)/2008(1)/ D(Pen/Policy)/Vol-V dated 15.2.2011. For this purpose, each affected Armed Forces pensioner who were invalided out of service prior to 1.1.1996 and were in receipt of disability element/ war injury element on 1.1.1996 or thereafter, shall submit an application in the format enclosed as Annexure to this letter to the PSAs concerned through their Pension Disbursing Agencies and Record Offices in the case of PBOR and through Pension Disbursing Agencies in the case of Commissioned Officers to PSAs concerned for revision of disability element/ war injury element. PSAs may, however, also identify the affected cases from the corrigendum PPOs issued by them based on the application received in terms of this Ministry’s above said letter dated 19.1.2010, and for issue of corrigendum PPO.
 
4. If a pensioner, to whom benefit accrues under the provisions of this letter, had already died on or after 1.1.1996 but before date of issue of this letter, the application for revision shall be submitted by the family pensioners or by his heir, as the case may be. Payment of LTA shall, however, be regulated as per the extant Government orders on the subject matter.
 
5. All other terms and conditions for grant / revision of disability element/ war injury element of pension in respect of Armed Force pensioners invalided out of service prior to 1.1.1996, which are not affected by the provisions of this letter, will remain unchanged.
 
6. This issues with the concurrence of Finance Division of this Ministry vide their ID No PC to 10(22)/2009/Fin/Pen dated 19/08/2014

Reduction of Defence – Tatkal – Female and Senior Citizens quotas in trains



Reduced Railway Quotas in Trains – Defence / Tatkal / Female and Senior Citizens quotas are not reduced in the total number of berths/seats earmarked

While answering to a question in Lok Sabha on 14th August 2014, Minister of State for Railways Shri Manoj Sinha said that there has been no reduction in total number of berths/seats earmarked on Indian Railways under Tatkal, Ladies and Senior Citizens quotas. However, based on poor utilisation, there has been marginal reduction in number of berths/seats earmarked under Defence Department Quota.


Train-wise, class-wise distribution of all types of reservation quotas except Defence Department Quota is done by the Zonal Railways on the basis of demand pattern and availability of accommodation. Reservation Quotas so earmarked including Defence Department, Tatkal, Ladies, Senior Citizens are reviewed on periodical basis and adjustments made, wherever required, based on utilisation. This is a continuous process.

There has been no reduction in the total number of berths/seats earmarked under Tatkal, Defence Department, Ladies and Senior Citizens quotas in trains originating from Delhi area and terminating/passing through Bangalore, Hubli and Kankanandi (Mangalore) as indicated below:

Although, there is marginal reduction in the Defence Department quota on all India basis, there is no reduction in the accommodation earmarked under Tatkal, Defence Department, Ladies and Senior Citizens quotas in trains originating from Delhi area and terminating/passing through Bangalore, Hubli and Kankanandi (Mangalore). Since the reduction of Defence Department Quota was on account of poor utilisation, there is no proposal to restore this quota to the earlier level.

7% DA from July 2014 to CG Employees and Pensioners




Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners due from 01.07.2014
The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the release of an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2014. This is an increase of seven percent over the existing rate of 100 percent of the Basic Pay/Pension, to compensate for price rise.
The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of approximately Rs. 7691 crore per Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners due from 01.07.2014

The President Com Radhakrishna welcomed the Chairman and Members of the 7th CPC for the meeting.
The General Secretary Com P.S.Prasad presented the power point presentation.
The interactions were held for about 50 minutes with the Pay Commission officials,Com Radhakrishna, Com P.S.Prasad, Com Muthukumar , Com Vinod, & Com Ramakrishna spoke effectively on various subjects.
 
The following items and points were presented:
Bangalore Prices:
It was brought to the notice of the commission that the cost of living is high in Bangalore compared to other metro cities in the country and the prices of all essential commodities are comparatively high in the State of Karnataka. House rent is in the range of Rs 7000/- per month to Rs 35,000/- per month. The private school fees is from Rs 25,000/- to Rs 50,000/- per year. Donation is also too high, the cost of local transportation is from Rs 2000/- to Rs 10,000/- per month.
(This was only informative portion on prices)
Minimum Wage:
It was brought to the notice of the commission that:
a) Since Government is a model employer, they should provide minimum wages as per the 15 ILO conference and other wages as per the educational qualification & skill requirement of the job
b) Higher skill requirement due to computer usage and modernisation of equipment’s. The skill requirement is higher compared to earlier days due to technology advancement.
c) The higher inflation which is existing from the last eight years which is effecting the Government Employees, the money value has gone down to a large extent & there is erosion in wages.

(The commission Agreed to consider this on the lines of JCM memorandum)
It was brought to the notice of the commission that to attract higher talent to Central Government higher pay scales should be given.
(The commission was of the view that people choose their career on various aspects including wages. Wages of Government employees cannot be compared with private sector. It was pointed out by us that though the wages cannot be compared with private sector there is a need to keep the wages in central government that people will continue in government after joining. Chairman assured to examine this aspect)
EQUAL PAY FOR EQUAL WORK
It was brought to the notice of the commission that on Increment rate of 5% and Promotion policy.
a) As the Government employee put more and more service, he will be more trained to perform his duties in a better befitting manner. Thus the Government is more beneficial as good quality of work can be expected from an experienced official.
b) His family responsibility will increase with age.
c) They has to educate the children in professional courses, marriage of his children has to be performed, his medical expenses will also increase.
d) There should be adequate financial protection for him, the better rate of increment should motivate him to work more.
e) The person joining a Central Government Service is not just for the employment is for a whole career.
f) On promotion one shall get two additional increments subject to an minimum salary increase of Rs 3000/- per month as he will perform higher duties and responsibility’s.
g) He shall get not less than five financial up gradations in promotional hierarchy during his service to motivate him to work more.
h) Similarly the scientist are provided to FCS and get promotions every 4 years.
(The commission positively agreed to consider this suggestion.)
Consumer Price Index & Dearness Allowance Formula.
It was brought to the notice of the commission that on Consumer Price Index & Dearness Allowance Formula.
a) CPI as on 1/1/2006 was 115.76 points.
b) CPI as on 1/1/2014 was 237 points.
c) The CPI has increased by 121 points .
d) But the DA increased by just 100% as on 1/1/2014 from 1/1/2006.
e) The actual DA should have been 121 % not just 100% as on Jan 2014.
f) Actual increase in price rise is more than 200 % and DA should have been more than 200%.
g) 6 months average DA computation of Consumer Price Index should be provided to Central Government employees rather than 12 months average.
h) Rounding off DA be done whenever it crosses fraction more than 0.50
(The commission positively agreed to consider this suggestion.)
Allowances:
It was brought to the notice of the commission that on Allowances
a) All allowances such as HRA, Tour DA, CEA (tuition fees) , Cashier Allowances, etc. should be increased by four times.
b) OTA & Night Duty to be paid on par with Railways .
c) When ever there is an increase in Dearness Allowance, the above allowances be also increase as in the case of Transport allowance.
(The commission positively agreed to consider this suggestion.)
Transport allowance:
It was brought to the notice of the commission that on Transport allowance
a) The field oriented organizations like CGWB, Survey Of India, GSI, IBM, IMD, etc. most of the categories remain in fields, even Postal Employees and AG’s Employees are effected.
b) Now the field going staff are deprived of earlier CCA and present Transport Allowance as they cannot fulfill the condition of at least one day stay in a month in head quarters.
c) This condition of being present at Hqrs. Office at least a day in a calendar month becoming eligible for transport Allowances should be removed.
(The commission positively agreed to consider this suggestion.)
Taxes:
It was brought to the notice of the commission that on taxes:
a) The Fifth Central Pay commission in its report vide para no105.12 has said that Dearness allowance be paid free of net taxes as the DA is paid for compensation against price rise. All other allowances should also be paid net of taxes which has been examined by 5th CPC in para no 167.
(The commission agreed to examine this suggestion.)
Health Care system:
It was brought to the notice of the commission that on Health Care system
a) More CGHS hospitals should be made available or alternatively the person should have the option to choose any of the hospitals of his choice and the bill to be passed with AIMS rates.
b) Existing CGHS system needs improvement.
c) Proper ward entitlement should be made as per grades.
d) Cash less facility for hospitalization.
e) Autonomous bodies shall also be included in CGHS
(The commission to examine this suggestion, but not satisfied with demand of Cash less facility for hospitalization.)
It was brought to the notice of the commission that on following issues.
Other points:
a) Central Government Strength.
b) Non-filling up of vacant posts has resulted in increased work load on the existing employees.
c) Lower Spending by Central Government on its Employees.
d) Leave / Holidays.
e) 12 days Casual Leave.
f) Restrictions EL of 300 days to be removed.
g) The PSU are providing reward medals after 15 years, 25 years and end of service, similarly such reward should be provided to Central Government Employees.
h) In case of death of Government Servant during while on duties, his family members should get compassionate appointment not considering restrictions of 5%.
i) Education Loan should be provided.

Sub: Introduction of Automated System of Allotment through eAwas in respect of 40 Type VII

Houses of Secretaries Pool [SG] in New Moti Bagh, New Delhi with effect from 1st September, 2014.

The undersigned is directed to invited attention to this Directorate OMs of even number dated 8.4.2010 and 24.8.2011 vide which Automated System of Allotment [ASA] was introduced in respect of higher types of accommodation i.e. Type IV(Special) to Type VI B [C-1]. It has now been decided to introduce the Automated System of Allotment in respect of 40 Type VII houses of Secretaries Pool in New Moti Bagh, New Delhi with effect from 1st September, 2014 as per the following norms
:
i) With effect from 1st September, 2014 onwards only online applications will be accepted through e-Awas in respect of 40 Type VII houses of Secretaries Pool (SG) in New Moti Bagh, New Delhi [www. e states. nic. in]
 
ii) Every applicant will have to create an account in e-Awas and fill up the required application form by following the instructions on the screen. After completing the process online, the officers shall take out a print¬out of the application and get the same duly forwarded to the Directorate of Estates through their office. On receipt of hard copy of application duly forwarded by their office, the account of the Officer shall be activated by sending him/her a Registration Number (which will work as his/her ID) and a Password through SMS and/or email.
 
iii) Once the applicant has received his/her registration number and log-in password through SMS and/or email, then he/she will be able to operate his/her account and make required changes in his/her preferences/choices etc. as and when required online.
 
iv) Officers in the waiting list will have to indicate their option against specific houses online between 1st to 9th of every month and who do not exercise any option till 5.00 P.M. of the 9th day of the month will not be allotted any house.
 
v) Applicants may be able to revise/modify their choices/preferences for the houses any time between 1st day of a month to 9th day of a month upto 5.00 p.m.
 
vi) A separate waiting list will be prepared as per explanation to SR 317-B-5(f). The vacant houses available for allotment as on the last date of the month will be frozen and used for allotment through automated system of allotment.
 
vii) Automated allotments through Automated System of Allotment will be made on 10th day of every month. To begin with, the first allotment will be made on 10th September, 2014.
 
viii) Allotment of houses as per choices/preferences of applicant will be considered on 10th of each month only for those applicants whose accounts have been in activation in the preceding months.
 
ix) If an officer refuses to accept a house allotted to him/her in accordance with his/her choice, then he/she will be debarred for allotment for next three months.

Subject: Grant of HRA/Transport Allowance at enhanced rates to the Central Government employees as per Census 2011 – regarding.
 
Sir,
I am directed to refer to your letter Ref. No.Confdn./GENL/2014 dated 28.04.2014 on the above mentioned subject and to say that consequent on the Office of the Registrar General & Census Commissioner publishing the Report of Census-2011, action for re-classification of cities/towns based on Census-2011 for the purpose of grant of HRA / Transport Allowance to Central Government Employees, has already been initiated in this Department.
2. However, completion of the process is likely to take time.
