OFFICE MEMORANDUM
Subject: Facility of retention of accommodation in the case of re-employment.
The undersigned is directed to invite a reference to this Directorate’s OM No.12035/28/96-Pol.II, dated 30.09.2009 on the subject noted above and to say that officers who retired from Central Govt. Service before 30.09.2009 and thereafter were reemployed/appointed in Central Government on tenure basis, may be allowed to avail the un-availed period of retention of 8 months permissible as per SR-317-B-11 and SR-317-B-22 immediately after termination of their reemployment. However from 30.09.2009 the facility of retention of Govt. accommodation under SR-317-B-11 and SR-314-B-22 by the officers of Central Govt. on their superannuation are to be availed in one go starting from the date of their superannuation. This period of retention cannot be availed in piecemeal or postponed to a later date on their reemployment if not availed immediately after the superannuation of the officer in case the date of retirement of officer is 30.09.2009 or thereafter.
This issues in partial modification of this office OM No.12035/28/96-Pol.II, dated 30.09.2009 with the approval of UDM.

Subject:- CCS (LTC) Rules, 1988 — Relaxation for travel by air to visit J & K
The undersigned is directed to refer to this Department’s O.M. of even No. dated 18th June, 2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit J & K  under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th June, 2012 subject to the following conditions:
(a) Travel by Air to continue to be in Economy Class only,irrespective of the entitlement of the officer.
(b) The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz.. MIs Balmer Lawrie and Co. Ltd.,or M/s Ashok Travels and Tours Ltd./IRCTC (to the extent IRCTC is authorized as per DoPT’s O.M.No. 31011/6/2002-Estt.(A) dated 02.12.2009), would necessarily apply.
(C) All other conditions prescribed in this Department’s O.M. dated 18.6.2010, read with O.M. dated 05.8.2010 and 25.8.2011 would continue to apply.

BSF CONSTABLE ELECTROCUTED


Underground all electric wires crossing international border fence: BSF




 The Border Security Force (BSF) has asked the electricity department to underground all the high tension overhead electric wires crossing the International Border fence, following electrocution of a BSF constable. 
Two more BSF constables had sustained injuries in the incident on Wednesday.
The BSF inspector general (frontier) Aditya Mishra told TOI on Wednesday that a BSF constable of 45 battalion Ramwshwar Kushwaha was electrocuted after a loose high tension electric wire touched the telephone cable of the BSF while he was passing on the message to his colleague.

He said such loose wires pose high risk of electrifying of border fence, so they have asked the electricity department to underground all such electric cables.
Giving details of the incident the BSF deputy inspector general RS Jaswal informed that the BSF had lodged a complaint with the electricity department about a loose high tension wire in the area of border out post Dal near Khalra, which was connected to a tubewell on the land of sarpanch of the village Dal, Paramjit Singh.

The electricity department disconnected the tubewell, but according to reports, Paramjit deliberately connected the wires to run his tubewell. At the same time Khushwaha was talking to his colleague over phone and was electrocuted after the electricity wire touched the telephone cable, said Jaswal.

The sub inspector of the Khalra police station Kuljit Singh informed that they had registered a case under Section 304A IPC against Paramjit Singh. He said Paramjit was absconding.
Meanwhile, the IG informed that they would hold a Director General level meeting with the Pakistani Rangers in near future to discuss border issues.

 A delegation of Pak Rangers would arrive in India to participate in the meeting scheduled to be held in Delhi.

                        GPF and SDS Interest Rates Revised for the Financial Year 2012-13
 
 
Government of India has revised the Interest Rates for the financial year 2012-13 in respect of State PFs (GPF) and Special Deposit Schemes (SDS) for non-government Provident, Superannuation and Gratuity funds (SDS), 1975, from 8.6% to 8.8%  with effect from 01.04.2012. The funds concerned are:-
 
1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

RE-REGISTRATION OF VEHICLES

                                                   TAX ON RE-REGISTRATION OF VEHICLES


Tax on Re-Registration of Vehicles The Motor Vehicle(Amendment) Bill, 2012, which was passed by Rajya Sabha on 08th May, 2012 provides as under:-

“49A. Where an owner of a motor vehicle (other than transport vehicle) on which one-time or long-term tax has been paid, ceases to reside at the address recorded in the certificate of registration of the vehicle on account of his transfer on official duty or shift of residence,

 the registering authority shall, 

where the vehicle was registered prior to such transfer or shift of residence, on application for no objection certificate under section 48, refund the pro-rata unutilized tax on the vehicle; 

and 
the registering authority where the vehicle is being shifted shall levy and collect pro-rata tax for the remaining valid period of registration of such vehicle.”

This information was given by Dr. Tushar A. Chaudhary, the Minister of State for Road Transport & Highways in response a question in Lok Sabha today.

Central Administrative Tribunal stays limted IPS exam


  The Cuttack bench of the Central Administrative Tribunal (CAT) on Monday imposed a stay on the Indian Police Services Limited Competitive Examination (LCE) 2012, which was scheduled on May 20.
The CAT bench gave the direction in response to a batch of petitions filed by state police officers praying to quash the examination, which was introduced by the Union Public Service Commission (UPSC) this year.

Some DSP-rank police officers of Odisha had filed petitions, alleging that the "limited exam" conducted by UPSC to overcome shortage of IPS officers in the country will affect their careers. The petitioners alleged the exam would block promotion quota of Odisha Police Service (OPS) officers to IPS rank. Many of the DSP rank officers would not be able to appear the exam due to age limit constraints, they said. The petitioners alleged the exam was "arbitrary" and urged CAT to quash it.

Adjudicating the petitions, CAT had issued notice to the Union ministry of home affairs to file its reply to the matter but it did not respond. "CAT had issued notice to the centre government to file its reply but there was no response. The CAT heard the matter in detail and imposed a stay on the exam," said Aditya Das, the petitioners' counsel.

Recruitment to IPS is done through competitive examination from open market conducted by UPSC and promotion of state police service officers. While two-third of the vacancies is filled up through direct recruitment, the remaining is supposed to be filled up through the State Promotion Quota (SPQ). Last year, the Centre, with a view to overcome shortage of IPS officers and paucity of training facilities, decided to introduce a third method of recruitment by holding a 'Limited Competitive Examination (LCE)', in which only assistant commandants of central para-military forces (CPMF), captain and major or equivalent rank officers of defence services and deputy superintendent of police (DSP) of state police service having five years' experience and aged 35 years or less can appear.

"There being no direct recruitment of DSPs (stopped since 1976) in Odisha, there is no scope for recruitment from the state police into IPS through LCE. By the time sub-inspectors in the state reach the rank of DSP, they invariably cross the age of 35, which means they would never be eligible to appear for LCE," a police officer said.

CRPF WOMEN CONSTABLE

Woman constable found dead

A 27-year-old Central Reserve Police Force (CRPF) woman constable was found dead under mysterious circumstances inside the paramilitary force’s camp in Dwarka area of south west Delhi during the wee hours of Sunday morning, police said.
The deceased has been identified as Siuli Patra, who hailed from West Bengal’s North 24 Parganas district. She was presently posted with the 88 Mahila Battalion of CRPF and was staying at their barracks in Dwarka Sector 8.

“We received a call at police control room at around 5.30 am reporting that Siuli was found lying in a pool of blood by one of her colleagues.

“She was rushed to a nearby hospital, where doctors declared her as brought dead. She had suffered multiple gunshot wounds,” a police official said.
As no suicide note was recovered from the spot, police are investigating the matter under section 174 of the Code of Criminal Procedure (CRPC) to ascertain whether it was an accidental death or suicide.

“A crime team has inspected the spot and forensic experts collected samples.
“Post-mortem has also been conducted, but the exact cause behind her death can only be ascertained after we receive the report,” the official said.
Initial probe has also revealed that she was carrying her SLR (Self Loading Rifle) and was assigned to be on duty from 2 am to 4 am on the watch tower inside the camp.

“We have questioned many of her colleagues to ascertain the sequence of events,” the official added.

Siuli, along with some other women constables, was earlier moved from CRPF's 135 Battalion --based in Vikashpuri-- to 88 Mahila Battalion on April 7.
Police have informed her family members in West Bengal about the incident.
