PAY AND PROMOTIONAL DISPARITY-CPOs

Pay and Promotional disparity in BSF/CPOs compared to Armed Forces
World's largest para-military organisation, Border Security Force (BSF) suffers from highest attrition for quite a while. Experts cite reasons like low promotional avenues along with pay disparity in relation to their armed forces counterparts after the implementation of the Sixth pay commission report for the high attrition rate in the BSF.
Every month at least 350-400 BSF jawans and officers seek premature retirement of which Rajasthan Frontier has not been far behind. A BSF source said the Centre does not realise the challenges our jawans and officers face every day while protecting the 7,000 km long border adjoining Pakistan and Bangladesh. "During 30-35 years of career, a BSF person could manage to stay not more than a few days with his family and the promotional avenues in comparison to the army personnel, it has been frustrating for them," said a source.
According to an available data more than 900 jawans and officers from the Rajasthan Frontier alone left the job during October 1, 2008 to September 30 ,2009. The data released by BSF headquarters at New Delhi reads that in 2008 alone at least 4,400 people left the job while till June 2009, it has crossed 2,600 at the all-India level from the organisation. As the data reveals most of the personnel leave the job after completing 20 years in service just to take post retirement benefits while almost 40% of them leave the organisation well before 20 years of service on account of low wages, promotional avenues and tough living conditions and service conditions.
A retired director general BSF, M L Kumavat, accepted the fact of high attrition rate in the BSF but said "The trend has been arrested after the implementation of the pay commission report." Kumavat believes that not only the service conditions and pay disparity have not been the reasons for high attrition. "People leave the job as they get lucrative offers from the private sectors and also family pressures and responsibility plays its role," added Kumavat.
Kumavat accepted the fact that a constable in the BSF takes at least 20 years to be promoted to head constable while a similar rank in the Army needs 7-8 years to reach that level. Similarly, a second command officer in the BSF have not been included in the pay band 4 (P4) while his counterparts Lt colonel has been included. Agrees P S Nayar, general secretary, All India Central Para Military Forces and Services Welfare Association, who said "The difference between the salary of a jawan in BSF and Army is of at least Rs 5,000 a month meanwhile the difference goes up to Rs 22,000 in case of higher ranks.
This disparity does more harm than good so far moral of BSF /other CPOs is concerned."

Ask the likes of Kumawat (read IPS) to vacate all seniour ranks of BSF. It will increase the promotional aspects. It is very easy to keep brick bating the army while no one in CPOs has any guts to say anything against the IPS.

I believe special allawances in tune with Army have already been approved to BSF also.
The promotion policies of BSF and Army are quiet different but so is that of IPS.

I dont understand which IPS thought of putting all the CPO/CPMFs after the Army when the disparity between the CPOs and IPS is much more but working is much more similar comparable to that of Army.

I really dont understand why it is the Army pay table only which demoralises the CPOs and never it is the IPS promotional avenues.

I believe it is just a well thought of plan of the IPS lobby to 'divide and rule' and the foolish people keep dancing to their tunes.

dear CPO.. the CPOs are doing a great job and deserve to command themselves. Get out of this IPS propaganda and ask for your rightful place.

Sorry your knowledge about CPOs is poor and so about IPS.Mind you it was AF who shouted from roof top that if Coast Guard Commandant is given Something so should be to Navy.
However inspite of all that Ltcol was put in PB-4A with GP-8000/- AND NOT IN PB-4 and GP-8700/- moreover all LTcols will revert to GP 7600 and PB-3 out side AF.

firstly the navy captain commands a coast guard DIG so I dont think whats wrong in asking the rightful place.

please clarify as how do u place the coast guard commandant higher than the Lt Col of Army ?? Both are doing a perfectly different job and i believe u r not competent to tell who stand where. Let the people who are paid to do so, do the same.

Also please stop making vague sentences. Please tell me, which sentence about CPOs or IPS I have made wrong and please enlighten us with the correct figures.

I thing I have figured out and I must put it in writing here "The CPO's are very touchy about anything wrong said about their IPS masters". I should say, the IPS have done a great job in brainwashing their slaves. All credo to them.

Sorry you are wrong to the core ,no DIG of CoastGuard had served under any IN Captain,moreover many Full Cols are serving under DIG even today.A CG Commandant is and was senior to Naval Captain. Please come out of your hangover,Navel Cdrs are serving under many CG Commandts as EOs/LOs.

Subject:- Use of own car / hired taxi on LTC journey on account of physical handicap.

The undersigned is directed to refer to this Department's O.M. No. 3101114/2008-Estt(A)dated 23.9.2008 in which it was stipulated that LTC facility shall be admissible only in respect of journeys performed in vehicles operated by the Government or any corporation in the public sector run by the Central or State Government or a local body.

2. Instances have come to notice where Government servants on account of physical handicap/disability of self or dependant family members are unable to perform the LTC journey by the authorized modes of transport and are compelled to undertake the journey by own car or private taxi. Representations are being received to allow reimbursement in such cases. Matter has been examined in consultation with the Ministry of Finance, Department of Expenditure and it has been decided in relaxation of LTC Rules to authorize the Head of Department to allow use of own/hired taxi for LTC journey on account of disability of the Government servant or dependent family member after obtaining following papers/conditions to avoid misuse of such relaxation:-

(i) Medical Certificate from competent authority.
(ii) Undertaking from Government servant that journey in authorized mode is not feasible and he actually travelled by own car/hired taxi.
(iii) such claim should not be more than journey performed by the entitled class by rail/air by the shortest route.

I fail to understand the so called institutionalized intrusion of IPS in CPO's top hierarchy.It simply goes on to show the perceived incompetence of CPO cadre to manage their house. Instead of barking up a wrong tree by comparing with armed forces , why dont CPO guys take up IPS issues. Are they so scared. Come on CPO guys , do some homework and sort out ur internal mess perpetrated intelligently by IPS lobby.

To all. LtCols were senior to so called "Commandants" of CPO's until last year, and Colonels were senior to DIG's, with Rank Pay included (which MoD had approved as being part of basic pay). So just because the pay commission has done something wrong, there is no need to take advantage.

Meanwhile, thank you to Mr. BP Singh for making the news about taxi availability for PH personnel available.

Remember, there is more in common between armed forces and especially some CPO's like ITBP/BSF/SSB, than not. But it cannot be argued that a CISF man sitting in an AC office at an airport can start claiming benefits that an armyman posted in the field in Siachen or North East can. The two are absolutely not equitable.

Let us resolve all this through the proper channels and not vent our bile through propaganda methods. We should work together for the benefit of our nation.

Free study for disabled at central schools(Kendriya Vidyalaya Sangathan

The human resource development ministry has decided to exempt differently abled students from tuition fees at Kendriya Vidyalayas across India for the first time to thwart potentially embarrassing protests against a recent fee hike.

HRD minister Kapil Sibal has approved a Kendriya Vidyalaya Sangathan proposal to completely exempt students with disabilities from tuition fees and a special levy charged for school development, top KVS officials have told The Telegraph.

The KVS, which runs the central school chain, today issued a notification to its schools declaring this decision, sources said.

The exemption will cover students with any disability listed in the Persons with Disabilities (Equal opportunities) Act.

The act at present lists blindness, “low vision”, leprosy, hearing impairments, locomotor disabilities, mental retardation and mental illness as ailments. The government is planning to amend the law to include other disabilities.

Students will need to provide a certificate from a medical board or a government hospital, testifying that they are suffering from “not less than 40 per cent” of the particular disability.

Ministry sources confirmed that the decision to exempt disabled children from tuition fees and contribution to a Vidyalaya Vikas Nidhi — a fund for central school development — was taken in the face of a growing protest.

The Central Bureau of Investigation has filed a chargesheet against a retired Indian Army major general and his wife for possessing disproportionate assets to the tune of Rs.3.37 crore.

“The country’s premier investigation agency has filed a chargesheet against Major General (retd) Anand Kumar Kapoor, whose last posting was at Southwestern Command in Jaipur, and his wife Mirdula Kapoor before the special judge in Patiala House Court here on October 26,” a CBI official said.

Kapoor, it was found, had allegedly acquired assets either in his name or in the name his wife - even though she did possess any ostensible source of income - and two children.

According to information, the CBI had registered a case against them in September last, leading to searches at 12 places in Delhi, Gurgaon, Shimla, Jaipur and Mumbai.

Kapoor, during his service of 35 years, had acquired assets that were found “hugely disproportionate” to his known sources of income.

The undersigned is directed to say that consequent upon acceptance of the recommendations of Sixth Central Pay Commission, the deputation (duty) allowance shall be restricted as under: "Basic pay, from time to time, plus Deputation (Duty) Allowance should not exceed the maximum of the pay band PB-4 (Rs. 67000) plus the grade pay of the post held on deputation subject to the grade pay not exceeding Rs. 10,000. The term 'basic pay' in the revised pay structure means pay drawn in the prescribed pay band plus the applicable grade pay but does not Include any other type of pay like special pay, etc."

2.These orders shall take effect from 1" September, 2008.

3. Insofar as application of these orders to the officers of the Indian Audit and Accounts Department is concerned, these orders issue in consultation with the Comptroller and Auditor General of lndia.

14 tax-free incomes for FY 2009-10

1. Agricultural income
Under the provisions of Section 10(1) of the Income Tax Act, agricultural income is fully exempt from income tax.
However, for individuals or HUFs when agricultural income is in excess of Rs 5,000, it is aggregated with the total income for the purposes of computing tax on the total income in a manner which results into "no" tax on agricultural income but an increased income tax on the other income.
2. Receipts from Hindu undivided family (HUF)
Any sum received by an individual as a member of a Hindu undivided family, where the said sum has been paid out of the income of the family, or, in the case of an impartible estate, where such sum has been paid out of the income of the estate belonging to the family, is completely exempt under Section 10(2).
3. Allowance for foreign service
Any allowances or perquisites paid or allowed as such outside India by the Government are exempt from tax under Section 10(7).
4. Gratuities
Under the provisions of Section 10(10) of the IT Act, any death-cum-retirement gratuity of a government servant is completely exempt from income tax.
In respect of private sector employees, however, gratuity received on retirement or on becoming incapacitated or on termination or any gratuity received by his widow, children or dependants on his death is exempt subject to certain conditions.
The maximum amount of exemption is Rs 10 L. .
5. Commutation of pension
The entire amount of any payment in commutation of pension by a government servant .
6. Leave salary of central government employees
Under Section 10(10AA)
7. Voluntary retirement or separation payment Maximum amount is Rs 500,000.
8. Life insurance receipts
Under Section 10(10D),
9. Payment received from provident funds
10. Certain types of interest paymentu/s 10(15).
11. Dividends on shares and units - Section 10(34) & (35)
With effect from the Assessment Year 2004-05, the dividend income and income of units of mutual funds received by the assessee completely exempt from income tax.
12. Long-term capital gains of transfer of securities - Section 10(38)
With effect from FY 2004-05, any income arising to a taxpayer on account of sale of long-term capital asset being securities is completely outside the purview of tax liability especially when the transaction has been subjected to Securities Transaction Tax.
Thus, if the shares of any company listed in the stock exchange are sold after holding it for a minimum period of one year then there will be no liability to payment of capital gains.
This provision would even apply for the old shares which are held by an assessee and are sold after the Finance (No.2) Act, 2004 came into force.
13. Amount received by way of gift, etc - Section 10(39)
As per the Finance (No.2) Act, 2004, gift, etc. received after 1-9-2004 by individual or HUF in cash or by way of credit, etc. is being subjected to tax if the same is not received from relative, etc. However, Section 56(2) provides that the amount received to the extent of Rs 50,000 will, however, be exempt from the purview of income tax.
Similarly, amount received on the occasion of marriage from a non-relative, etc. would also be exempted. It may be noted that the gift from relatives. as mentioned in the Section can be received without any upper limit.
14. Tax exemption regarding reverse mortgage scheme - sections 2(47) and 47(x)
Any transfer of a capital asset in a transaction of reverse mortgage for senior citizens under a scheme made and notified by the Central Government would not be regarded as a transfer and therefore would not attract capital gains tax. The loan amount would also be exempt from tax.
These amendments by the Finance Act, 2008 apply from FY 2007-08 onwards

Revenue department has approved a proposal to levy a flat one per cent charge on property registrations. Revenue minister of Maharashtra, Mr. Narayan Rane lifted a stay on an earlier order of the government. dear sir,
It is obseved that we are always demanding to equal to Army benifits,Ex servicemen facility etc.
Why we should ???? Why not we ask for a separate CAPF pension rules and act.The Army is a standby Armed Force, primarily for war situations.But we CAPF (CPMF)is always on war front whether it is IS duties or Border duties. It is known to everybody.

actually all know CPMF working hard now a days in ANO duties but none is concerned to give some spl. power to arrest and interrogate suspect actually a rank of constable of state govt. police is much strong in terms of power in comparison to officers ,,,and about allowances given in these area are actually less in compare to threat perceptions,,they r just made scapegoats by govt
