HEALTH INSURANCE SCHEME

OBJECT OF DEMAND SURVEY –
Government of India is contemplating introduction of a Health Insurance Scheme for Central Government Employees and Pensioners and their dependent family members all over India. Ministry of Health & Family Welfare intends to assess the demand for the above Scheme from the prospective beneficiaries through this survey for taking further steps in this direction.
WHO CAN JOIN THE SCHEME
All the personnel of the Central Government including All India Service officers, serving and retired, and others who are covered under the existing CGHS (Central Government Health Scheme) and under CS(MA)Rules [Central services (Medical Attendance) Rules] Can join the Scheme. The Scheme is proposed to be implemented on voluntary basis for existing employees and pensioners and compulsorily for future employees and pensioners.
INSURANCE COVERAGE –
The scheme shall provide coverage for meeting expenses of hospitalization and surgical procedures for beneficiary members up to Rs.5.00 lakh per family per year subject to limits, in any of the network hospitals. The benefit to the family will be on floater basis i.e. the total reimbursement of Rs.5.00 lakh can be availed of individually or collectively by members of the family. Coverage of Pre-existing diseases: All diseases under the proposed scheme shall be covered from day one.
INSURANCE PREMIUM –
The beneficiary will have to pay an annual premium which will be determined after the formal introduction of the Scheme. It will vary according to the grade pay of the officer. The estimated annual premium for a standard family size will be in the range of Rs.8,000 to Rs.12,000 p.a. It is however proposed to be subsidized by the Government to a considerable extent.
The amount of premium shall be decided by the transparent process of bidding amongst the Insurance companies participating in the Scheme. In case of serving employees, the premium would be deducted by the Drawing & Disbursing Officer.
In the case of pensioners, they would be required to authorize the Band branch from which they are drawing their pension, to deduct the insurance premium.
FAMILY SIZE
a) In case of serving employees, self, spouse, two dependent children and dependent parents would be covered. New born will be covered as a part of insured family member during the currency of the policy.
b) In case of retired employees, self, spouse, two dependent children and dependent parents would be covered.
NOTE:1.
Additional dependent family member can be covered under the scheme by paying an additional premium per additional family member. The premium shall be borne by the beneficiary and there would be no govt. subsidy for the same.
2. The definition of dependent shall be as per guidelines issued by Central Government from time to time.Serving Central Government employees and Central Government pensioners, if interested in becoming a member of the proposed insurance scheme may send their details as per the format given below,
to the Additional Director / Joint Director in the following cities nearest to his place, where CGHS is presently functioning, not later than 15th Feb. 2010.

It is a good idea and should be extended to AF and payment can be made by MoD as we are authorised for free treatement.
Moreover it will help to reduce burden on MH and govt will save money

It is estimated there are 3,750.000 sikhs outside India,which itself has an estimated population of about 25 million Sikhs.The main countries of sikh population are:

Sikhs are also known to be living in numbers in greece- 5,000,abu dhai and Kuwait (35,000),Lebanon -3000,France(7000)Sweden ,danmark,Norway,spain ,Portugal all have some Gurduaras etc ..5000---15,000 in all these countrie, where they have 2-5 gurduaras.Smaller communities are found in South africa,malawi,Zambi,Nigeria,where they have one to two gurduaras.There are two gurduaras in panama.Belize,gutemala each have two gurduaras.Japan has about 5,000 sikhs ,Korea has two gurduaras ( about three thousand Sikhs).Fiji had about 10,000 sikhs in its prime time with five gurduaras.Philipines has a significant Sikh community of about 20,000.

Singapore has about 23,000.Indonesia has 7 gurduaras , about 10,000 Sikhs in medan alone.Jakarta has three Gurduaras with about 4000.Brunei has a tiny Sikh community of about 1000.Brazil, chile,and Bolivia are also known to have sikh communities.Mexico has two Gurduaras.

Beleive or not there is a Sikh community of about twenty sikh families in reyjavik,Iceland.The last I was there about three years ago they were trying to build their own Gurduara.Moscow is known to have about 3000 sikhs.there is a Gurduara in Dushanbe too in kazakhstan with about three hundered sikh families.Iran has about 2000 Sikh families mostly in Tehran ( about 200)and southern Iran bordering sistaan province -pakistan where there are two gurduaras.

If I fail to furnish my return within the due date of filing, will I be fined or penalized? Yes.
If I have paid excess tax how and when will it be refunded?




The excess tax can be claimed as refund by filing your income tax return. It will be refunded by issue of cheque or by crediting to your bank account. The department has been making efforts to settle refund claims within four months from the month of filing return.

There are various deductions that have not been reflected in the Form 16 issued by my employer. Can I claim them in my return

Yes.

What is considered as Salary income?

Whatever is received by an employee from an employer in cash, kind or as a facility [perquisite] is considered as Salary.

What are allowances? Are all allowances taxable?

Allowances are fixed amounts, apart from salary, which are paid by an employer for the purpose of meeting some particular requirements of the employee. There are generally three types of allowances for the purpose of income tax- taxable, fully exempted and partially exempted.

My employer reimburses all my expenses on grocery and children’s education. Would this be considered as income?

Yes. These are in the nature of perquisite.

Even if no taxes have been deducted from salary, is there any need for my employer to issue Form-16 to me?

Form-16 is a certificate of TDS and in your case it will not apply. However your employer must issue a salary statement.

If I am receiving my pension through a bank who will issue Form-16 or pension statement to me- the bank or my former employer?

The bank.

Are retirement benefits such as PF and Gratuity taxable?

No. They are exempt subject to conditions and limits laid down in the Income Tax Act.

Can my employer consider relief u/s 89(1) for the purposes of calculating my tax liability?

Yes.

Is leave encashment taxable as salary?

It is taxable if received while in service. Received as retirement benefit, however it is exempt subject to certain conditions.

Muslim Govt employee’s second marriage illegal: Supreme Court
A ruling by the Supreme Court, upholding as illegal the second marriage by a Muslim employee of Rajasthan Government without divorcing first wife, has kicked off a major controversy. Muslim clerics and leaders say this judgement would jeopardise the right of Muslims to have more than one marriage under the Muslim Personal Law.

A division bench of the Supreme Court, comprising Justice VS Sirpurkar and Justice Aftab Alam, on January 25 dismissed the petition of Liyakat Ali, a former constable in the Rajasthan Police, challenging the judgement of the Rajasthan High Court, which said that under the Rajasthan Civil Services (conduct) Rules 1971 no Government employee, irrespective of his or her religion, is allowed to marry second time without the permission from the Government.

The State Government had terminated the services of Ali about 23 years ago on the ground that he had married second time without divorcing his first wife and without taking prior permission.

Ali has been contesting in various courts since 1986 that under the Muslim Personal Law, he is allowed to marry second time without taking the permission of the Government. He also maintained that he had divorced his first wife before his second marriage.

On the instructions of the lower courts, his case was investigated. The probe concluded that Ali got married to Maksuda Khatun without divorcing Farida Khatun, his first wife.

Mohammad Salim Engineer, leader of the Rajasthan Muslim Forum, says under the Muslim Personal Law, community has got certain rights. This law allows a Muslim to have second wife and this should be accepted by the Government. He wants that the State Government should amend its service rules in this regard.

Mujahid Naqvi of the Milli Council says the judgement is a direct interference in the religious rights of the Muslim community.

Manish Bhandari, who argued the case on behalf of the State Government, is of the opinion that relevant clauses of the service rules give more stress on disciplining its employees rather than interfering in any of their personal laws.

Estt.(A) dated 23.9.2008 in which it was stipulated that LTC facility shall be admissible
only in respect of journeys performed in vehicles operated by the Government or any
corporation in the public sector run by the Central or State Government or a local body.
2. Instances have come to notice where Government servants on account of physical
handicap/disability of self or dependant family members are unable to perform the LTC
journey by the authorized modes of transport and are compelled to undertake the journey
by own car or private taxi. Representations are being received to allow reimbursement in
such cases. Matter has been examined in consultation wid). the Ministry of Finance,
Department of Expenditure and it has been decided in relaxation of LTC Rules to
authorize the Head of Department to allow use of own/hired taxi for LTC journey on
account of disability of the Government servant or dependent family member after
obtaining following papers/conditions to avoid misuse of such relaxation:-
(i) Medical Certificate from competent authority.
(ii) Undertaking from Government servant that journey in authorized mode IS
not feasible and he actually travelled by own car/hired taxi.
(iii) such claim should not be more than journey performed by the entitled
class by rail/air by the shortest route. , (sl~:~)

New Delhi Facing acute shortage of IPS cadres, the Home Ministry has dispatched 16 paramilitary officers on probation to Naxal-affected states to work as additional superintendents of police.
The second-in-command and deputy commandant rank officers have been drawn from CRPF, BSF, CISF, ITBP and SSB and sent to Maoist-hit Chhattisgarh, Jharkhand, Orissa and Bihar.

"The officers have been sent on deputation when the states told the Home Ministry that they don't have enough IPS officers to be posted as ASP in many districts," a senior officer said.

All the 16 officers have put in more than 10 years of service in their respective organisations and have handled sensitive assignments and worked in hostile environments, including in Jammu and Kashmir and the Northeast.

The officers had undergone a brief special training on jungle warfare before heading for the designated states and places of postings.

"The officers will be fully under the command, control and disposal of the respective state governments and work as the ASPs of that state," the officer said.

The dispatching of the paramilitary officers to the states also bears significance in view of the fact that the Centre has already deployed around 60,000 central paramilitary personnel in all Naxal-affected states and these officers would help them coordinate at the grass-root level.

There are currently 196 vacancies of IPS officers across the country, while government has estimated that it will need an additional 450 officers to tackle threats from terrorists, left wing extremists as well as criminal syndicates.

The shortfall of 196 officers was mainly created during 1999-2002 when the induction of IPS officers per year dropped to 36 against the annual average of 85.

Recently, the government accepted the Home Ministry's proposal to increase the annual intake of IPS officers through Civil Services Examination from 130 to 150.

The Home Ministry is also mulling the option of holding a "limited" competitive examination exclusively to recruit IPS officers -- a route that was taken immediately after Independence to fill huge vacancies that had accumulated through the War years and because of the departure of British officers to the UK and Muslim officers to Pakistan.

The Maoists are currently running their writ in approximately 40,000 sq km areas covering 20 states. In 2009, due to Maoist violence, 591 civilians and 317 security personnel lost their lives. A total of 217 extremists were also killed during the year.

The Naxals also destroyed 38 railway properties, 53 telephone towers, 20 panchayat buildings, 47 school buildings and 121 forest buildings last year.

Army officers held for clearing substandard equipment


CBI arrested the three for facilitating the supply of substandard non-skid chains to the Army worth Rs 1.58 crore in 2006

Three Army officers were arrested by the Central Bureau of Investigation-Anti Corruption Bureau (CBI-ACB) on Wednesday for facilitating the supply of substandard non-skid chains to the Army worth Rs 1.58 crore in 2006.

Jaywantrao Yadavrao Pawar, A Prabhakaran and Fayazoddin were produced before the district court where they were remanded to police custody for two days. Pawar is the deputy director general (administration), directorate general of quality assurance, Ministry of Defence in New Delhi, Prabhakaran is joint controller of quality assurance, heavy vehicles in Chennai and Fayazoddin retired as group officer, vehicle quality assurance wing in Pune.

Subash Chandra Gupta, additional superintendent of police, CBI-ACB said, “In December 2007, the CBI registered a case against five accused including Pawar, the then officiating controller of quality assurance, Ahmednagar on allegations of supply of substandard non-skid chains by Sunil Sharma, co-accused in the case, to the Indian army. Anti-skid chains are used in Army vehicles in snow-bound high altitude areas and are a critical item for operational purposes. Any failure in performance of these chains may result in loss of human life and equipment belonging to the Army.”
