NATIONAL PAY COMMISSION / 7TH PAY COMMISSION DEMANDED

NMC demands new pay commission for central & state staff

Subhash Shastri, President National Mazdoor Conference (NMC)  on Sunday urged upon Prime Minister to constitute  7th Pay Commission as the DA has already touched 72 per cent and make announcement to this effect in forth coming winter session of  Parliament beginning from 22nd November 2012.

He also appealed to declare 7th Pay Commission as National Pay Commission so that its recommendations are simultaneously implemented for central staff and employees of the state Governments.
While recalling recommendation of Central 4th Pay Commission,  Shastri said that it also had recommended that in new Pay Commission should constituted as soon as DA crosses 50 percent of the basic pay/pension.

He also urged till the new Pay Commission is constituted and its recommendations implemented, 50 per cent DA be merged with  basic pay/pension and simultaneously  Interim Relief (IR) of 20 per cent of basic pay/pension be provided to centre and State Government employees and this be announced before Diwali festival.  He also reiterated  long pending demands for early redressal.

Among others who spoke on the occasion included  Rajan Babau, Rakesh Padha, Anil Singh Slathia, Ashok Khajuria, Sunil Kochr, Sham Lal Sharma, Bhupinder Singh, Mohan Lal Sharma, Barkat Ram, Vijay Bhagat, Dalip Bhagat, Surinder Kumar, Yog Raj, Mohd Shafi and social activist Ravi Razdan.

Subject: Risk Allowance to Central Government employees 
The undersigned is directed to refer to this Department’s O.M. No.21012/4/88- Estt.(Allowances) dated 22nd August, 1988, on the captioned subject and to state that in partial modification of the aforesaid O.M., the President is pleased to revise the rates of Risk Allowance in respect of the existing categories of Central Government employees with effect from 1st September, 2008, as under:

4 Supervisors 100.00
5. Non-gazetted officers engaged in Nitro Glycerine preparation 180.00

7. Danger Building Officers 400.00
2. The amount of Risk Allowance would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. No separate instructions on this count would be required.
3. All other terms and conditions envisaged in the O.M. dated 22.08.1988 shall continue to apply.

Sub: Use of Official Car for personal Purpose.

The under signed is directed to refer M.O.F (Dep of Expdr ) O.M No 21(2) 2008-E II (B) dated 29/8/2008, wherein it is stipulated that officers drawing grade pay of Rs 10000/-and 12000/- and those in the HAG+ scale who are entitled to the use of official car in terms of OM number 20(5) E-I (A)/93 dated 28/ 1/1994, shall be given. the option to
avail of the existing facility or to draw the transport allowance at the rate. of Rs 7000/- per month plus dearness allowance thereon.

2.The above facility /option is however not applicable in case of officers drawing grade pay below Rs 10000/- and should therefore not be extended in such cases.

3. This may be noted for strict compliance.

RETIREMENT AGE IN IMPORTANT COUNTRIES


Not surprisingly, Japan and Germany are the only two countries with substantive increases in the official retirement age between 1970 and 2010 while the U.S. has the highest at what appears to be age 63. Also not surprisingly, Greek has the earliest official retirement age, but the French actually retire earlier, closely followed by those living in Italy and Spain
