Effect on modification/expunction of adverse remarks in the ACRs

OFFICE MEMORANDUM
Subject:- Effect on modification/expunction of adverse remarks in the ACRs and upgradation / down-gradation of the overall grading in the ACRs prior to the period 2008-2009.
(1)The undersigned is directed to say that instructions were issued vide O.M. of even number dated 14'May, 2009 by which the complete APAR (previously known as ACR) including the overall grading and assessment of integrity shall be communicated to the concerned officer for representation if any, with effect from the reporting period 2008-09 which was to be initiated from 1.4.2008. Prior to that only adverse remarks in the ACR were required to be communicated for representation, if any.
(2)The then existinginstructions further provided that the overall grading in the ACR should remain unchanged even after modification or expunction of the entire adverse remarks. It was left to the DPC to re-determine the overall grading if it considered that the expunction of such adverse remarks had so altered the quality of the ACR.
(3) The matter has been further considered and it has been decided that in those cases where the reckonable ACRs prior to the reporting period 2008-09 are to be considered in a future DPC on which theadverse remarks of Reporting / Reviewing / Accepting Authorities have been expunged or modified by the Competent Authority, the "overall grading" in the ACR be kept blank for appropriate re-grading by the DPCs.
(4)The existing grading shall be blocked in such cases. It has also been decided that where the authority has upgraded / downgraded the overall grading without giving sufficient reasons, the DPC shall treat such an exercise as non-estlinvalid.
(5) General terms, such as "I agree or disagree with the Reporting Officer / Reviewing Officer" used by the Reviewing I Accepting Authority shall not be construed as sufficient reason for upgrading / downgrading the overall grading given by the Reporting Authority / Reviewing Authority.
(6) The proposals for the DPC where ACRs upto the reporting period 2007-08 will be taken into account should specifically bring out these guidelines.2. It is also made clear that past cases already decided will not be re-opened.

Expectations arise for rise in DA (Dearness Allowance) to 8% for Central Government Employees

Calculation based on All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100

For all the Central Government Employees there would be a rise in DA (Dearness Allowance) to 8%,which would result in the overall rise to 35% from 1.1.2010.

HOW TO CALCULATE DEARNESS ALLOWANCE…

Every month government has announced All India Consumer Price Index, according to the price of commodities. For example, for the month of October 2009, government has published in PIB Website as given below…

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of October, 2009 increased by 2 points and stood at 165 (one hundred and sixty five).

With effect from 01.01.2006, Dearness allowance is granted to compensate the price increase above 536 points Base Year 1982=100),(115.763 points Base Year 2001=100).

Calculate the total of twelve month average price index

Calculate the twelve month average price index

Minus with 115.76

Calculate the percentage difference (multiple with 100 / 115.76)

Anomaly committee Discussions and Decisions

Kindly refer your D.O. No. 3/2/2009-JCA Dated 30th Nov, 2009 whereby it has been intimated that the 46th meeting of the National council (JCM) is scheduled to be held on 16th January, 2010 under the Chairmanship of Hon`ble Cabinet Secretary.

In this meeting, I would like to submit following points on behalf of my federation BPMS, which needs the attention of the meeting for the welfare of the employees.
THESE POINT TAKEN UP WILL HELP ASST COMDT/CAPT/DY COMDT/MAJOR
1. DISPARITY IN THE FORMATION OF PAY BAND / SCALES

Central Govt. Employees as well as Federations were confident that a similar Pattern would be adopted by the 6th CPC and Review Committee, in the formation, of Pay Scales, irrespective of the Cadre of workers and Officers. After thorough study of the Pay Structure, it is observed that the structure of Pay bands of PB-1 to PB-4 has been formulated with multiplying factor. But it is found that this factor has not been applied in all the Pay bands uniformly.

The Multiplying factor from PB- 1 to PB- 3 is found to be 1.86 (Approx) and for PB-4 it comes to 2.61 (Approx). This disparity has increased the Min. & Max Ration in the Pay Scales of the lowest employees and the highest, officer. This has created great resentment among the workers. It is a great un-justification with the Central Govt. employees.

This Federation strongly demands that this disparity should be removed to console the Central Govt. employees and a multiplying factor of 2.61(Approx) should also be applied for Pay Band PB- 1, PB-2 & PB-3.

Government male employees have to declare that they have not accepted any dowry

All state and central government male employees would need to furnish declarations after marriage stating that they have not accepted any dowry. The declaration has to be signed by their spouses, fathers and fathers-in-law. Incidentally, this practice is already mandatory for Kerala state government employees.

The government is going to keep a close watch on what goes on in the ground. After scant success at curbing the age-old practice of dowry, sometimes masquerading as exchange of gifts, the government is now planning to bring all exchanges related to marriages strictly on record.

The ministry of women and child development (MWCD) is planning to make it mandatory for the families of the bride and the groom to maintain a list of gifts and other exchanges made at the time of marriage. The ministry will move a cabinet note seeking amendment to the existing provisions of the DPA. It is expected to be placed before the cabinet for approval by the end of this month.

1. I am directed to refer to this secretariat’s letter of even number Dt 16.5.90 addressed to Shri R Swaminathan , the then Principle Director, DG(Security)Cabinet ,on the above subject and to convey the sanction of the President that the period of deputation of Armed forces officers and Personnel to R&AW and DG(S) under Cabinet Secretariat shall be three years subject to the terms and conditions stipulated in the aforesaid letter. However , the normal tenure of three years shall be extendable by another two years .In such cases or further after a scrutiny by a committee of secretaries provided it is intended to absorb the officer in these organizations viz R&AW and DG(S).

2. Further ,for the purpose of this sectt’s above sited letter the rank equivalence of the Defence service officers on deputation to R&AW will be as follows:-

Housing scheme under Central Government Employees Welfare housing Organisation CGEWHO


The present status of housing schemes to provide houses to the Central Government employees under Central Government Employees Welfare housing Organisation (CGEWHO) in different parts of the country is as follows. The position was reported to the Ministry of Housing and Urban Poverty Alleviation (HUPA) by the Central Government Employees Welfare Housing Organisation (CGEWHO).

According to CGEWHO Houses are under construction in the following schemes:

According to CGEWHO Housing scheme at Vishakhapatnam has been announced and construction on this project to be commenced on approval of plans by Statutory Authorities. There is no project as on date in Delhi,
Gurgaon and Noida.

The above mentioned housing schemes under construction are progressing as per schedule mentioned against each except the Chennai Phase-II and Hyderabad Phase-III Schemes for unforeseen reasons such as additional
requirement of provisioning of about 3000 pile foundations in the case of Chennai Phase-II Scheme and delay in getting the approval of plans from the statutory authorities on account of litigation in respect of Hyderabad Phase III Scheme.

Houses under all the above mentioned 6 schemes under construction have already been allotted. The Executive Committee and the Governing Council of CGEWHO periodically meet to discuss the issues pertaining to CGEWHO including monitoring of its functioning
