Thursday April 8, 2010, New Delhi The nation may be on the verge of a full scale war against the Naxals, but there are divided views on how far to go. In order to protects the troops fighting the Naxals, and to stop attacks like the one two days ago, it's now clear that the Home Ministry wants to use aircraft, helicopter gunships and unmanned planes to cover for troops. To prevent large scale loss of life it plans to use more transport aircrafts for the mobility of troops against the Naxals. (Read: 76 security men killed by Naxals in Chhattisgarh) Also, there are plans for more helicopters for troop insertion in remote areas where they are fighting Maoists and deployment of Unmanned Aerial Vehicles (UAVs) for surveillance, say sources. But the Defence Ministry has a different view and don't want aircraft to be used to attack the Maoists. The key dispute seems to be over the use of airpower to provide cover to troops fighting in remote areas. Sources say the Home Ministry wants another look at its old proposal, which asked for a mandate to use air power if needed - a demand turned down at the highest levels of government. The Defence Ministry remains opposed about using air power; they will only give logistical support. Sources also say that the jawans have second rate equipment when it comes to fighting Naxals. There were some tactical error in operations, and standard operating procedures were not followed due to which the Maoists could choose time and place of attack, they say. While the Moaists used Light Machine Guns (LMGs), pressure and Molotov bombs, by contrast, the CRPF jawans were short of vital weapons and equipment and had no intelligence on Naxal presence. Only 12 of the 82 jawans were armed with AK-47s, the sources say, adding that the company did not have mine-detecting equipment. Also, there was just one mine protected vehicle when there should be at least three. (Read: Dantewada massacre - what went wrong) The Home Ministry has, meanwhile, formed a panel to look into lapses that allowed a carnage of such proportion. A Director-General-level former police officer will look into lapses. Home Minister P Chidambaram explained that India's capacity to produce anti-mine vehicles is very limited. But despite the differences, both the Defence and the Home Ministry agree that there must be a step up against the Maoists and a ramp up in fores is expected very shortly. PTI adds: Earlier on Thursday, Home Minister P Chidambaram acknowledged that "something went wrong" in the attack and announced the inquiry into the incident. "We have taken a decision to institute an inquiry into what went wrong," Home Minister P Chidambaram told reporters to a volley of questions on Tuesday's attack in the jungles of Dantewada district in Chhattisgarh. Noting that there would be a time-frame for the inquiry, he said, "I maintain what I said yesterday that something went wrong. We have to find that out." Chidambaram was briefing reporters after a meeting of the Cabinet Committee on Security, but refused to divulge what was discussed there. Asked whether the Maoist attack figured in the meeting of the Union Cabinet held earlier in the day, he merely said "no". Chidambaram described as incorrect reports about pressure bombs being used in the attack and also that the state police did not know about the CRPF operation for area domination. He said 76 security personnel, including a driver of a mine-protected vehicle and a head constable of the state police, were killed in the landmine blast. (Read: Survivor speaks)

The first thought and reaction as expected , was the damn comparison..For your kind of info , the kargil war was led by officers who provided sterling leadership and led by personal examples , a key difference and attribute that characterizes the army. Unfortunately ,the loss of 76 lives , as sitting ducts , as the press has revealed , could ve been avoided had some leadership from officers been provided,. But alas , that will never be done. U may hand over sophisticated arms to the CRPF men but u dont hand over them to good leaders , the result will be another dantewada. SO for heavens sake , to save further lives , plz urge ur IPS leadership to come forward and direct operations on ground and not from the AC chambers. I am sure u will take this advice in good sense. Harping on army comparisons reflects the deeply embedded paranoia and identity crisis.
CPO'S IN DEMAND
About 110 private sector companies across the country have requested for security cover from the Central Industrial Security Force, CISF Director General N.R.Das said today.
“Nearly 110 private organisations have applied for getting the CISF security cover including those in the areas of hotel business, education and iron and steel making,” a release quoting Das said here.
The practice to provide security cover of the paramilitary force to private sector companies began after an amendment to the Act related to CISF, following which it has provided security to Bangalore-based Infosys Technologies and later also covered its Mysore campus.
The CISF is examining to provide security cover to 33 other organisations, Das said at a programme at Barwah near here.
At present, the paramilitary force is handling security at 290 places in the country including 57 airports

it is high time the govt announces the cpmf pay which was being worked out for the cpmf's. the brave have perished with appalling conditons in their camps and staying away from their families for most of their service.

Just explain what went wrong that 76 CRPF men lost their lives with not a single officer casualty..It needs no rocket science to assimilate who led these soldiers. Stop comparing with the army and instead learn from the army and dont throw away ur lives to become martyrs , instead make ur adversaries acclaim martyrdom .Ur leadership , hijacked by IPS , needs urgent reforms. Trust me , with media reports from ground Zero , there is no lesson learnt and another lot is waiting to fall into the hands of otherwise motivated naxals.

My oversight in reading between the lines partly owing to swamping of headlines across media about 76 jawans losing lives is regretted. However , the point that intend to drive home is the need for effective leadership. Why aren't any comments forthcoming from you all on that aspect. Not single blog by Mr BP SIngh on issues of leadership in CPMF. This is the trend that disturbs us. In army circles that i have been privy to , leadership issues are genuinely discussed. As matter of fact I interacted with a CPMF officer lately was dismayed to hear a jeremiad of complaints against army for no real reasons. The human psyche of "why should they" is what had infected him badly. At no point of time the army has any grudges against CPMF guys. WHile the sacrifices made by soldiers and officers are deeply respected but I am sure u all are wary of reports from ground zero where nothing substantial seems to have changed. This is due to malaise of corrupt and unaccountable top leadership hogged by IPS fellows. Since they have never commanded men in war zones , they would never be empathetic.
Any comments on these plz.

Promotion Prospects for PBOR
Government has not restricted promotion opportunities for the Personnel Below Officers Rank (PBOR) in the Armed Forces. The Government has, in fact, improved the career prospects by approving grant of three Assured Career Progression (ACP) to PBOR at 8, 16 and 24 years of service as against three Modified Assured Career Progression Scheme (MACPs) for the Central Government Civilian Employees at 10, 20 and 30 years of regular service. At the time of each financial upgradation under ACP, the PBOR would get an additional increment and next higher Grade Pay in hierarchy.
Army: PBORs (including Jawans) are eligible for grant of commissioning into Officer Cadres through various In Service entries i.e. Army Cadet College (ACC) / Special Commissioned Officers (SCO) / Permanent Commission Officers (Special List) [PC(SL)].
Navy: Adequate promotion avenues exist through time based, roster based and selective promotion for sailors. Promotion upto the rank of Leading Seaman/equivalent for non-Artificers and upto the rank of Artificer 3rd class for artificers are time based. Roster based and selective promotions are for higher ranks against the available / anticipated vacancies. Promotion avenues also exist for sailors to be promoted to officer rank through the Commission Worthy Scheme and the Special Duty List Scheme.
Air Force: A PBOR during his service career can be promoted upto the rank of Master warrant Officer (MWO) subject to fulfilling eligibility criteria and availability of vacancies.

Government proposes to review the promotion policy for PBOR to ensure greater opportunities for PBORs. In the Army, review of the promotion policy for PBOR is under process to ensure better opportunities. A cadre review for the PBOR has been ordered in May 2009. The Navy is also working on a proposal for cadre restructuring of sailors, which would enhance their promotional avenues.

India becomes 7th largest Shareholder in world bank
The Development Committee of the World Bank, in its meeting held on 25th April, 2010 at Washington DC, took historic decisions relating to increasing the financial capacity of the Bank and enhancing the role of developing countries in its governance.
The changes in the shareholding structure of the Bank would make India one of the important shareholders in the Bank. While there is an overall shift of 3% vote share to developing countries bringing their total vote share to 47%, India would now be the 7th largest shareholder in the Bank. In recognition of the global economic changes that are taking place, the voting power of countries like India, China, Brazil, Indonesia, Mexico and Turkey has increased while that of some of the major European and other countries that have traditionally dominated international finance like UK, France, Germany, the Nordic and Benelux countries, Japan, Australia and Canada, has gone down. India’s shareholding in the Bank had been declining since the 1970s and this trend has been reversed for the first time in a generation.
Enhancing the Bank’s Capital
The Development Committee also agreed to raise the capital base of the Bank through a General Capital Increase. This increase is taking place after a gap of over 30 years. There is agreement to raise the authorized capital of the Bank by $ 58 billion with a paid in portion @ 6% amounting to $ 3.5 billion. The Bank is restricted by its Articles to restrict its total outstanding loan commitments to its total authorized capital. As a result of the increase in demand for Bank assistance as a result of the crisis, it was likely that the Bank would have reached its Statutory Lending Limit in a few years. This would have constrained the Bank’s lending capacity and there would have been a decline in Bank assistance to countries.
The increase in its capital base, along with the capital that would flow in as a result of the realignment in shareholding, would allow the Bank to lend an additional $ 86 billion. As one of the largest borrowers of the Bank, India also would be able to secure additional assistance from the Bank. The enhanced lending capacity would enable India to receive additional assistance to the extent of $ 7 – 10 bn in the coming years.
India’s remarks on the decisions
The Indian Delegation to the 2010 Spring meetings of the World Bank and IMF was led by the Finance Secretary, Shri Ashok Chawla. In his remarks at the DC meeting, the Finance Secretary said that these changes “are transformative in nature and will reposition the World Bank Group in the international financial architecture. Taken collectively, they will strengthen the role the World Bank Group in being an effective multilateral instrument for eradicating poverty, achieving the MDGs, supporting international efforts to manage global public goods, and most importantly, keeping it relevant in a dynamic world.”
“We are taking momentous decisions today, decisions that will set the direction of this unique institution for many decades to come. Our decisions will ensure that the World Bank Group continues to play a lead role in eradicating poverty and fostering development globally, that its storehouse of knowledge and resources is put to best use. By giving the World Bank Group a new sense of purpose and direction with enhanced governance and strength, we will ensure that the vision of its founding fathers is fulfilled”, said the Finance Secretary.
