Central Government Employees Welfare Housing Organization

CG Employees Housing Scheme-Projects open for subscription


Central Government Employees Welfare Housing Organization (CGEWHO) is an autonomous body functioning under the AEGIS of the Ministry of Housing. It provides housing units for the welfare of Central Government employees on "self-financing" and "No Profit-No Loss" basis all over India.

As per their official announcement in CGEWHO website(www.cgewho.nic.in) the following projects for open for subscription by Central Government Employees, Retired Central and State Government Employees and General Public.

Mohali (Ph-II) Housing Scheme:

Mohali (Phase-II) Housing Scheme was announced with 10/12/2010 as the last date for applying.

Type ‘D’ flat(s) are now open to GENERAL PUBLIC ON FIRST COME FIRST SERVE BASIS.


Kolkata (Ph-II) Housing Scheme:

Kolkata (Ph-II) Housing Scheme was announced in June 2010 with the last date of applying as 13-08-2010.

Initially, the scheme was fully subscribed in type `A’ & `B’ and type `C’ & `D’ was under subscribed.

Scheme is now open for GENERAL PUBLIC on First Come First Serve basis for Working/Retired Employees of Central Govt. (PRIORITY-I), State Govt. (PRIORITY-II) & GENERAL PUBLIC (Under PRIORITY-III).

Applicants joining now will be required to pay equalisation charges as per Rule-18.


Vishakhapatnam Housing Scheme:

Vishakhapatnam Housing Scheme likely to be announced soon.


Meerut (Ph-I) Housing Scheme:

Meerut (Ph-I) Housing Scheme was announced during end’ 2007.

The scheme was initially fully subscribed and allotments made, with 14th Mar 2008 as the last date for payment of first instalment.

Scheme is now open for GENERAL PUBLIC on First Come First Serve basis for Waiting List. (subject to payment of Equalisation Charges at the end of project, as per the CGEWHO Rules).


Jaipur (Ph-II) Housing Scheme:

Jaipur (Ph-II) Housing Scheme was announced during early’ 2008.

The scheme was initially fully subscribed and allotments made, with 11th Jul 2008 as the last date for payment of first instalment.

Scheme is now open for GENERAL PUBLIC on First Come First Serve basis for types 'B' & 'C' only. (subject to payment of Equalisation Charges at the end of project, as per the CGEWHO Rules).

News regarding - HRA

A government employee is not entitled to claim house rent allowance (HRA) as a matter of right, the Delhi High Court has held, saying that it is compensatory allowance paid in exchange of accommodation facilities.

“HRA is not a part of pay but is a compensatory allowance in lieu of accommodation… and is not to be used as a source of profit. The moment the amenity is provided or offered, the employees should cease to be in receipt of the compensation which is given for want of it,” Justice Rajiv Sahai Endlaw said in a recent judgement.

The High Court passed the order on a petition of MCD challenging the order of an Industrial Tribunal to pay HRA to its employees even though they were residing illegally in the premises owned by the civic body.

MINISTRY OF RAILWAYS

Subject : AdmissibiIity of House Rent Allowance in the event of non-acceptance or surrender of railway residential accommodation.

Attention is invited to Board’s letters quoted above delegating powers to the General Managers and other Heads of Organisations directly controlling allotment of quarters to railway servants for sanction of House Rent Allowance in accordance vith the prescribed conditions to the categories of railway employees specified therein. This delegation of powers was valid upto 31-3-2010.

2. In case at any point of time it transpires that some accommodation is likely to remain vacant/un-occupied due to lack of demand, it should be made compulsory to submit applications for such types where there is surplus accommodation, and consequently, the employees entitled for such types would not be eligible to draw House Rent Allowance.
3. This delegation is also subject to the over-riding condition that these orders are liable to be withdrawn/modified at any time during this period, if it is considered necessaiy by the Board to do so.
4. This has the approval of the President and issues with the concurrence of the Finance Directorate of the Ministry of Railways.
5. Kindly acknowledge receipt.
