Booking of LPG by SMS and IVRS Introduced in 18 States  



With a view to provide better services to the customers and to reduce the scope for irregularities, Public Sector Oil Marketing Companies, OMCs namely, Indian Oil Corporation Limited (IOC), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have introduced the facility of refill booking through Short Messaging Service (SMS) and Interactive Voice Response System (IVRS) in 18 States. These States are, 
 Andhra Pradesh, Bihar, Delhi, Goa, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal, Puducherry and UT of Chandigarh
 covering, 2965 LPG distributorships and about 4.36 crore LPG customers. Giving this information in a written reply in the Lok Sabha today, the Minister of State for Petroleum and Natural Gas Shri R.P.N. Singh stated that under this system, there is a facility for confirmation of the refill booking and the time of the booking to the customers along with information on the likely date when the refill would be supplied.

Further, he added, OMCs have planned to expand the facility further in remaining areas with objective to cover 63 lakh customers through 490 LPG distributorships.

The Minister also informed that in most of the cities, more than 80% of the customers are using the system successfully whereas, it is more than 90% in some cities. No specific survey on customer satisfaction on this initiative has been undertaken so far, he added.

Shri Singh stressed that the OMCs have prescribed a norm to their LPG distributors to effect the delivery of the refill LPG cylinder ordinarily within two working ways of the booking. However, due to factors such as product supply constraints, strikes, road breaches, floods, unplanned shutdown, natural calamities along with huge growth of demand, it has been seen that the distributors take some more time to deliver the refill LPG cylinder.

He underlined that whenever OMCs receive complaints on deliberate delay in refill supplies, these are investigated. If the complaint is established, action is taken against the erring LPG distributor in accordance with the provisions of the Marketing Discipline Guidelines (MDG).

CONCESSIONS TO RECIPIENT OF GALLANTRY MEDALS
  (1) Medal Allowances - Rs. 1500/- PPMG & Rs.900/- PMG.
(2) Ist Class/II AC Sleeper Complimentary Card Pass. The passes will be issued by the Office of the Divisional Railway Manager and Headquarters office of the Railway on receipt of an application on plain paper from the recipients of Gallantry Award.
(3) Municipal Corporation of Delhi vide their resolution No.471 passed in Adjourned special meeting held on 14/2/2000 has exempted Police Gallantry Medal Awardees from payments of House Tax in respect of self occupied property subject to the certain conditions.
(4) Ministry of Finance vide their notification No.SO.1048 (E) dated 24/11/2000 exempted income Tax to the recipients of Gallantry Medals under sub clause (i) of clauses (18) of Section 16 of Income Tax Act, 1961.
(5) 75% discount in Air journeys on Indian Air lines in economy class.
(6) Concessional Telephone facilities (BSNL) to PPMG awardees. The following concession in residential telephone to these recipients will be available :-
(a) Registration under N-OYT-Special Category.
(b) No registration fee
(c) No installation fee
(d) No rental charges.
(7) 50% concession (To Male Recipients and 60% Concession to female recipients ) in basic Mail/Express fares of all classes and in the fares of Rajdhani/Shatabdi trains to the recipients of President’s Police Medal for Distinguished Service who attain the age of 60 years of age and above, is available on the production of Identity Cards issued by Ministry of Home at the time of purchase of tickets and during journey when demanded by Railway officials for inspection/verification.

CANTEEN SYSTEM IN CPMF/CPO

NOTICE

The Central Police Canteen System which came into
existence vide MHA O.M. No. 27011/18/2006-R&W dtd. 18
th
September'2006 has grown manifold in last few years. Canteens of
all Central Armed Police Forces (CRPF, BSF, CISF, ITBP, SSB,
AR), IB, NCRB, RPF, SPG, NIA, MHA & all State Police
Organizations are functioning under Central Police Canteen
System, which is spread all over the country.

At present, Central
Police Canteen has 124 Master Canteen and 720 Subsidiary
Canteens with an aim to provide quality consumer goods at
reasonable rates to CPOs, State Police Personnel, their families
and retirees. With the inclusion of all State Police
Organizations the approximate consumer strength of CPC is likely
to reach 40 lacs. Besides, there will be 1.2 crore family members
and approximately 3 lakh retirees getting benefits of Central Police
Canteen.

Almost all the leading manufactures/firms whose products
are in use in day to day life are already registered with Central
Police Canteen. In a recent high level meeting, it has been
decided to introduce liquor in Central Police Canteen. Therefore, all
the firm manufacturing IMFL and have distribution network all over
the Country are invited to associate with our Canteen System.

for registration a Demand Draft of Rs. 1000/- in the name of CEOcum-
GM, CPC has to be enclosed as a cost of application form.

OFFICE MEMORANDUM

Sub: Providing copies of ACRs/APARs to retired officers of Central Civil Services/Posts.

The undersigned is directed to say that as per instructions contained in this Department’s OM No.51/5/72-Estt.(A) dated 20.5.1972,the ACRs in respect of officers may be destroyed 5 years after his/her date of retirement.The new rules adopted from the reporting year2008-09 provide that the whole contents of the APAR including the overall grading shall be communicated to the officer concerned for information/making a representation,if any,to the Competent Authority.

2. The questions of handing over the ACR dossier to the officer concerned after his/her retirement from service has been considered in this Department.It has been decided that after a period of retention of the ACR/APAR dossier for two years,if a specific written request is received from the concerned retired officer to this effect, the CR dossier may be provided to him.Before any ACR dossier is weeded out on completion the normal retention period, it may be certified by the concerned section that no request for handing over the ACR dossier has been received from that retired officer. However,if any disciplinary proceedings were pending finalization in respect of the officer at the time of his retirement, the period of two years shall count from the date of issue of final orders in the disciplinary proceedings.
