Assistant Commandants Nagendra Singh and Vinoj P Joseph of 207 CoBRA Battalion were decorated with the coveted Shaurya Chakra—highest gallantry medal in peace time—for neutralising top Naxal leader Koteshwar Rao alias Kishanji, who was also a Politbureau and Central Committee Member of CPI (Maoist), near Jhargram in West Bengal.



The citation said the two officers planned a joint operation with the State police after receiving information on November 24, 2011 regarding movement of five to seven armed Maoists in the jungle area north of village Burisole, about 13 km from Jhagram.



“Assistant Commandant Nagendra Singh was hit and injured with a grenade splinter while AC Vinoj P Joseph was pinned down by a hail of bullets. A fierce battle took place between the Naxals and both officers. This sudden counter attack by the two commanders with a small team of five additional personnel to guard the flanks not only saved the other force personnel from any casualty but decisively unnerved the Maoists,” the spokesperson said.



In the CISF, Jaideep Prasad (IPS, 1995 batch, MP cadre) was awarded with Police Medal for Meritorious Service on the occasion of Independence Day-2012 for his consistent hard work, professionalism and extraordinary performance.



Prasad joined CISF in 2010 as DIG , Airport Sector (North Zone). Presently he is holding the charge of DIG (Operations and Intelligence) and Chief PRO at the CISF Headquarters here.



Prasad hails from Hazaribagh, Jharkhand and has displayed extraordinary courage in curbing dacoity menace in Chambal region for which he was earlier decorated with President’s Police Medal for Gallantry.

BSF officers move HC against MHA, top brass

New Delhi: Unhappy with “acute stagnation” and deprivation of “financial benefits”, more than 100 BSF officers have petitioned the Delhi high court against those who frame policies for them — the Union home ministry and the IPS officers, who constitute the top brass of the border guarding force.
An HC bench on August 14 issued notice to the home ministry and BSF headquarters for a response on the peti tion of these officers, who are in the ranks of DIGs, commandants, deputy commandants and second-in-command.
This is a rare instance of officers of a paramilitary force discharging internal security duties approaching the HC for relief as they claim the non-implementation of policy measures is affecting their “morale and efficiency”.
The BSF officials, who guard the Indian frontiers with Pakistan and Bangladesh, are aggrieved that they are not being extended the “non-functional financial upgrade”, despite a 2009 department of personnel and training order in this regard.
The upgrade, the BSF officials contend, will ensure pay parity and social recognition as they would get timely promotions. “A total of 66 BSF officers are signatory to the first petition that has been filed in the Delhi high court. Many more officers have sent similar signed representations. The officers have taken this step as issues related to their equitable pay and ontime promotions have hit their morale,” according to their counsel.
BSF, which has 2.40 lakh personnel on its rolls and is the country’s second largest paramilitary force after CRPF, has made various representations to the home ministry, but the ministry is still to take a final view on the subject, it informed the HC.
